There a few on this site, like @Dave FosterAlso, an article about the 200% rule. 200% rule  Dave can better answer on changing the identified property, but substantially the same means rental to rental, residential to commercial or reverse is OK, fee simple to long term NNN, and replacement property anywhere in the USA but not international.

Here is a good article that talks about the property requirements for VA loans:https://www.veteransunited.com/education/house-hunting/va-property-requirements/Just know that if a property you are looking at does not meet those requirements, you could negotiate for certain repairs to be made in escrow to meet those minimum standards.
