I'd also add that if you are not able to come up with earnest money yourself (which typically isn't going to be a substantial amount of money in the scheme of the deal), you probably are not in the financial status to buy the property in the first place.

If the dog is aggressive and a threat to the tenant they should call AC and file a report.For the fence contact HOA and inform them of the source of the issue and start billing the neighbor for repairs each time the dog breaks the fence
