One other final option is to have a short-term non traditional lender step in and carry the note on behalf of the seller such that the 400,000 is funded at the closing and that would allow the  Games in recapture tax, if applicable, to be saved.

Most traditional agents don't want to submit low-ball offers or put in a bunch of them because it is time consuming to them and they don't always understand your end-goal, so I'd recommend you find an agent that is investor-friendly.
