Waiting on the full inspectors report but obviously we'll be coming back with a much lower offer if we move forward at all. 

We had an inspector check both sides, and based on the severity of the tenant side compared to our side, it was determined that the tenant side was the cause of the infestation.Meaning, the tenants were most likely the source.Three times we have sprayed (ourselves) a chemical called CrossFire.

Did you hire a third party inspector before the purchase and require your PM to check on the property every 6 months or so to make sure there is no major issues?

Make sure your contract includes those provisionsOnce you have the property under contract hire an inspector.

I immediately went to the bank to get pre-approved, then called two of my landlord friends to make sure the purchase wasn't too good to be true, then hired a home inspector to learn the facts, and my loan officer represented me at sale. 

In the process of buying a duplex in Timmins, wanted to ask for recommendations for a home inspector and also a property management team there. i have called a few places but not getting much responses.thanks!

Is the six point inspection completed by a Building Inspector?

My best advice is to chose the pickiest inspector you can find.
