They apologized for the smell that was coming form the candles and said it wouldn't happen again.Anyways so I was wondering if it does happen again and I call the police, could they enter the apartment with just smelling it or would they need more evidence to enter the apartment?

most of the time it's cheaper to buy a new item than to store this crap. i just store plumbing replacement parts, one of each... toilet guts, wax ring, garbage disposal, etc.

Some people leave them open and place candles, plants, etc.

When I ask the downstairs tenant she denies smoking in the unit, and claims it might be her candles we are smelling.

I had a tenant who never smoked a single cigarette, but burned candles and we had black soot just like that.
