Replacement sheetrock, rendering, painting and labor cost.etc etc.Provided the schedule is established in advance, regardless of the presence of pets, this should be enforceable as a legal civil contract between you the landlord and the renter(s).

Etc.I wouldn't take a project to a board until I've done the following:- Run thorough numbers (conservative, average, aggressive)- Gotten some level of comfort on the environmentals - Obtained control either through purchase agreement or option- Obtained renderings and floorplans- Have at least budgetary construction figures- Financing preliminarily arranged- Secured counsel- Determined target market - Ensured any gaps in my development team are rounded out by a    partner, vendor or consultantAt the end of the day most cities are looking for us to lead this process, but if they are truly pro-development they will have the ability to help developers remove obstacles to projects. 

You did not dispute any of these as adding value, you merely stated that it didn’t matter because ( in your opinion, biased as it is and without the proper legal foundation to render such an opinion with a sound basis) it is illegal to wholesale without a license.

It's no different than me hiring ABC Plumbing to swap a water heater, minus the affiliated business relationship.That said, the services rendered by entity A for new entity B should be accounted for in the form of inclusive services... services need to be costed, warranted, insured, and held to the same standards you'd expect from a non-affiliated contractor. 

It doesn't take a lot of cash flow negative properties to render one unable to obtain any future mortgages. 

How I do this- I'll invest $5k+/- for an architect get me renderings and plans.  

This one took longer than expected as we had to submit renderings etc to the city as we were adding a room.
