If they try to pull that ESA crap, let them know that all animals have to follow the rules legally and that just because it is an ESA they are not magically exempt. 

We are almost 4 years into that property and we won't be able to refi or pull any equity out of the house until our 6th year due to mortgage restrictions.

Honestly it’s all about opportunity cost.If that additional cost is going to yield you more than it costs; then pull the trigger .If you borrow a down payment, it’s going to reduce your cash on cash return as your mortgage payment is increased. 

Over the past three years, I’ve been using most of the major off-market techniques.One standout method has always been pulling data and feeding it into a call center to generate off-market leads.

I have my dwelling contractors liscense & company, so I can pull permits for work that needs to be done.

I'd suggest looking at flipping your current project or be content leaving more equity in the deal and not pulling as much cash out.  

Also just knowing the area they are in to see if its worth pulling the trigger on.
