Your suggestion to study real estate principles and legislation in this area sounds reasonable.

Philadelphia introduced legislation at the beginning of 2023 that severely limits the ability to legally operate STR’s in the city.

All that happened was that they could not use the court system to enforce their contract after they did not get paid.  

Rarely is the Due on Sale clause enforced.

I'm a buy-and-rent investor so I want to make sure I have clean title (and can get mortgages) for as long as I own it; TTS might make a lot of sense for a flip.Approaching the owner before the tax sale is worth a try, but a lot of the time the reason it's going to tax sale in the first place is that the property is worth less than the combined liens (tax, mortgage, code enforcement, water & sewer, court judgments, etc.) 

That's probably not enforced very much but I wouldn't feel great about risking it so I can't just buy a 5 or 6 bedroom house and rent all the rooms. 

I told him I'd gamble that there's no one who even knows that restriction exists to enforce even if an heir lived in the area...the way to legally eliminate them is either get the beneficiary to record a new document (possibly a QC deed) to eliminate their restrictions, or pursue a Quiet Title if you think the person is no longer around or their heirs are not identifiable. 

In Los Angeles, the owner who builds the JADU must sign a covenant stating owner-occupancy, but there's no enforcement.

Possibly I can source some deals from some code enforcement people and other creative places I can think of, but that will take some time and bird-dogs.Need help with finding deals, networking whether it be with other REIs or REAs, attorneys, financial planners/funding, confidence, and knowledge.I am determined and willing to work for this.
