If you do confront him, which it sounds like you really want to, bring a witness. 

It's their first home purchase to boot, and they have 4 kids and a new job waiting here in a very tight rental and housing market.So, all that to say, I feel compelled to confront the situation and get the PM, employee/tenant and seller all in a room with me, leverage the situation, and put it on them to tell me how their going to "fix it".  

If the tenant becomes confrontational you could always have a police escort.

It is an eye opener when first confronted with issues but I am dealing with it and learning at the same time.

So, building the team, interviewing PMs and investor-realtors pushes me out my confront zone, but I like that!

I figured it's the 2nd-floor tenant leaving this door open, so as to not single him out or directly confront him, I sent out the below text message to the tenant group chat:"Good evening, everyone.

Voice to voice is hard for many people because confrontation is hard.  

The mgmt office (assistant and manager) said I shouldn’t go to avoid confrontation.

It is possible that slight, non-confrontational pushback is all that will be necessary to get the jurisdiction to allow build to current zoning and to allow up to 1200’ ADU  Good luck
