When I checked the US Dollar over the previous five has not significantly changed in value when compared to the Euro, The British Pound, The Japanese Yen, The Australian Dollar, or the Canadian Dollar.

My guess is that it has to do with lender/creditor comfort as well as their ability to manipulate the Yen (much like the US and Chinese).
