The chances of them actually paying you the 15k without a major fight is slim.

Won't say it never happens, but I think the chances are slim and you can spin a lot of wheels trying to make this happen.   

Even then, your chances of collecting are pretty slim.

Even if rates went way up, I am confident you would still be ahead dodging all those fees and just paying down the principal after the PP falls off.Bottom line is this refinancing is too slim to be worth it right now.
