Not familiar with Shasta County but here in LA, I have not seen that problem and all of my previous have been existing structures like detached garages that were converted to an ADU.

Hi @Tim Phillips I didn't find any Ohio limits on application fees here:http://www.nolo.com/legal-encyclopedia/overview-la...I assume you are using an application first to screen potential applicants as you could have a statement on the application that there is a $35 nonrefundable fee even though you wouldn't be collecting that with the application.

@Maggie Jones A 150/sf in LA is doable, cheapest material out there, all finish items like flooring or tile will have to be under $1/sf, fixture is the cheapest you could find, faucets are $20/pc.
