Trees/shrubs & perennials are common in our area

This is the perennial question of leverage.

Plant some perennial flower beds and some flowering trees.

We landscaped with low growing evergreens and flowering perennial bushes. 

The oceanfront condos along this stretch of beach are perennial money-makers.

I think I would put some low maintenance shrubs & perennials in the flower beds, get a couple of the windows repaired, and then just change out some of the fixtures within the house to match the finishes.

This is partly due to perennial under development of housing, a consistent migration from higher cost of living areas and a general 'under the radar' geographic area one has to be fully familiar with to fully appreciate. 

The economy there is perennially weak (unless you are right in Atlanta or Nashville or one of the other large cities).3.

You can also attach some large planter boxes to the chimney and grow some trailing annuals/perennials (don't forget to water in winter), which will break up the monolith of the chimney. 

The problem we have today is it is perennially the SAME poor.
