Not this, back in 08.  2009 sucked bigly, being a minion in financial services.It is like some third-world nation where your money devalued overnight - only it wasn't the currency it was the mortgage-backed collateral.

For many, house hacking is a nice thing to do, and then the BRRRR method works.Look, if it was easy and everyone could do it (ie: invest, build wealth, make money) etc - then that kind of de-values money.

Minus the Residential Zoning at the county level without devalueing the lot, I believe some uses can apply for a variance.

If he wants the building to demo and redevelop, then he can choose to let his units stay vacant (or put some tenants in - this scenario works either way) and then let the building deteriorate until the other units are undesirable for rentals and devalued for purchases.

In my opinion much more restrictive flood zone code devalues these properties as it will seriously preclude investors from continuing to improve properties and make additions such as garage apartments due to additional cost in building and lot prep.
