I would get more details on the numbers and go through it with an experienced investor. 23% expense ratio is laughable for any apartment building, let alone an old class c product.

Would you consider it to be in an A, B, C, or D neighborhood?

My guess is it wouldn't be as critical in an A- or B-class property as it would be in a C-class property. 

The average duplex cost near Canton Ohio in Grade C-B areas are about 220k.

They seem to be trying to use a PMC model designed for Class A properties/tenants for Class B, C and sometimes D.Can't use the same business model for all classes of properties/tenants.
