While R/E investing is about the same nationally the laws are different in each and every state.

I followed up with an e-mail of the pictures post-tenancy and that was the end of that.

All the fine print came in subsequent e-mails.

Some carriers don't ask but you should make sure that you're not indicating (in the policy application that is typically e-signed) that you aren't using your property for student housing if you are.  

For sure PG&E requires this for gas and electric, and I think most jurisdictions require it for water and sewer as well. 

I would be curious if you e-mailed your city, county and state officials with your story how they justify you having to pay property taxes.

I am a Broker in California though and still on the Oregon DRE s  e mail mailing list I like to stay up on current laws since we are home builders in the Portland Metro market..
