You will need drawings, but they need not have to be stamped by a registered Architect ( This is as per GA state, for residential projects). Check you state laws. Hiring an Architect is the best thing you can do. The Architect has the knowledge of doing things the right way as per local and IBC code. If you want to save some time and money, I would involve a Design Build Architect or a GC at the time of consulting with the Architect. A Design Build Architect will design as per code and even build it for you. This allows you to work with only one entity and have control over what is going on right from design to construction. This could be a bit on the expensive side, but down the lane it will save you a lot of trouble and time. You could also get the drawings done and then hire a GC/ Experience handyman to do the work under Owner Permit. But get the drawings done right and while managing the project make sure it is built as per the drawings. Involving professionals is always good as They may also suggest various options that may bring down expenses. That being said, how big is this project? Is it a residential project?

I am an architectural designer (GA)  and can work on your home plans for renovations. I am working on my license right now and will be registered in a couple month, but I can handle residential plans for permits. I have 10 years of experience in the architectural field. Hit me up with code questions or of you need anybody to help you with a plan.
