Every state has a place that you can find a property that'll be able to give you 4%+ C2C return. Even a hot market like Seattle when everything is already 'overpriced'. Good properties and neighborhoods always appreciate faster. The rent rasing faster as well. 

Keep it close, if you're not experienced.

First, stay away from midtown Detroit.

I had a property in Detroit (Southfield - a nice suburb) for about 5 years before my military time. Cashflow on paper was good. But sadly, it turns out had about 18% vacancy and terrible tenants didn't pay rent for 6 months. Goodside is that they are costing less than a lot of other places.

It was my first rental that I was lack of experience. I am able to pick tenant better today. But still, you have to keep those uncertainties in mind. Generally, the risk is higher than the average US market. Unless you live close and familiar with the neighborhood, otherwise I won't recommend you invest over there.

In your case, since you're not in a rush, and seems that you have the energy to stay in the business for long.

BUILD! Go for it! Just make sure to get the permit straight, record it right, and reliable constructors/contractors only! It does not always have a higher ROI than buying, but with experience, it mostly will. Plus, it's fun to build something.

Army vet here. Just find a local mortgage broker(or more) and an agent familiar with VA (should not be hard to find around your station). And yes, VA loan is okay to buy a duplex.

The good thing is you don't need to prepare any down payment since you're using VA. But still, preparing maybe 10% of the property value saving for fixing and vacancy will be a good idea. Good luck with your investing.

It'll never be too hot for any market area. You just need to dig in the data and find a good deal. Find a smart good local agent and then make a  long-term partnership is critical.

For rental properties I would still recommend cities around JBLM due to the high CoC return rate, and low vacancy. But yes, good properties are not easy to find nowadays. It's better if you have some cash to do a little fix-up work.
