You have 2 options. 1) investigate yourself bu digging up the sewerline or buying a 6k camera 2) get a plumber to camera the line and give you a recomendation. I am  PM, Broker, Investor. Much of my portfolio is old. I use Whites plumbing for sewerlines in Waco. Ryberg is good also, but more expensive.

Texas requires a Realnestate Licence and for your trust account to be in your principle brokers name

Keep looking, they are hard to find. Property Tax is a killer around here. I'm in Waco, Texas

I am a Real Estate Investor, Broker, Property Manager. First question is what state are you in? I am in Texas. The "License" for PM in Texas is a Real Estate sales license, although your broker has to be involved in the PM and have the trust account in their name. Most Brokers shy away from PM. Will you learn a lot doing PM work? Yes. Is it a good way to start? Yes. Like RE investment does it it help to have someone that knows what they are doing to mentor you and keep you from making HUGE mistakes? Yes. The best thing to do to start it just to start, and try to learn fast.

We do Property Management in Central Texas and the DFW area. I would not buy an investment property in Killeen that has negative cash flow. It is an area where a lot of our investors are buying and they are getting some cash flow positive deals.  I would not anticipate that it is a high growth or high appreciation market. It is a military area near Ft Hood, and so there are some challenges with that. I agree with the sentiment that rent prices are weakening. Having said all that I don't know any details on the particular deal, if the rents are under market then maybe it would turn cash flow positive. So don't make a decision just based on this one post.

Start by searching for a NARPM Property Manager. In the Houson Area the only one I know to recommend is Mike Mengden. Terrra Residential Services.
