How much is it currently renting for? It says "Neighboring units rent for $795 per month." which could mean it sits next to apartments that are nicer. 

Don't know the area but I wouldn't pay $265,000 for a rental that only brings in $2385. 

Using the 2% rule your property is a little less that 1%.

Personally I like the red door with the white trim. It's inviting. With the color of the bricks it would look a little drab and boring without it.

It helps if you ask just 1 clearly defined question instead of rambling...

Look on craigslist for rent prices. Talk to property management companies or just visit their websites. Look in the newspaper. 

A realtor should be able to tell you what comparable properties are selling for, or do the research yourself online or off. Its all available to the public. 

Spend some time reading this site, the answer to all your questions are right here if you spend a few minutes to look.
