Im new to real estate investing and need help. i see alot of vacant properties in my neighborhood. how can I look the property up , contact the owner and make them an offer to purchase their property?

i Own 2 properties free and clear, and I'm looking to do pull out some equity. Either a refiance, Home Equity loan, or home equity line of credit. the numbers are 

property 1:  15,000 tax lien

as is value 65,000 

arv 70,000

Property 2 3,000 water tax lien

as is value 55,000

after repair value 95,000

what are the pros and cons of the types of financing?

and also my credit is not good but i do have a family member that i plan to use as a personal guarantor for my business, they have 640 credit score

Im a 6flat property in Riverdale and the property has back taxes of 40,000 and the property is being given to me for 1,000 and the arv of the building is 200,000  and it needs 15000 worth of rehab, how can I reduce back taxes owed or make this deal work thanks and i plan to buy and hold!

I Submitted a bid on a Hud property, I won the bid and I put earnest money up and now I have it under contract. I put the bid in my personal name and social security number. I am looking to wholesale this house for a profit. How can I do so

and here is the numbers purchase price $2,700 closing costs 2,000 so all In to close the deal is 4,700. I have an interested end buyer for $7,000, and he has a LLc. How can i close this deal ??? (I was thinking about telling the closing company to close it in the end buyers company name , what do you think please comment. my closing is January 5 th which is tuesday

I am buying a condo in the good part of Chicago for 2,500 and it is completely gutted to the studs. this is a 800 sq ft condo how much would it cost to install everything, plumbing, toilet, ceramic tile, and electrical, and duct work.. This is my first time working on a condo that is completely gutted ,I  need help. Is there any free resources or low price resources I Can use to get this condo in livable condition while paying low cost

How can I find vacant properties in the chicagoland area. Is there an easier or more time effective way that I can find all the addresses to all the abandoned properties in the chicagoland area?

I was thinking maybe I can go to the village and ask for a list of properties with an unpaid water bill, please give me advice, I'm a new investor fairly new 1 year of investing but just looking to learn new strategies
