I agree with Ryan Beam, I lived in the Cleveland area for 30+ years, I live out of state now but East Cleveland is a pretty rough area, where crime is high.  I would recommend connecting with a local real estate agent before making any decision, as they can provide you the best advice. I'd be happy to discuss certain areas if you want my take.

You know the saying cash is king right? Well I would alway agree with that however, if you pay all your cash for the property and have little to no reserves then you up a creek without a paddle. As many people have commented rates a low and will be that way for a while. So why not take on adequate leverage and still make a good return, while keeping some cash on hand.  Its hard to scale a business without leverage. I’m in commercial banking for the past 16yr and I hardly ever see a business scale without leverage. The key is to be smart about the debt you take on. I hope this helps.

I could care less if the realtor has a sleeve tatoo. As long as they are knowledagable, confident, and can get the deal done. Closing deals is what matters most.
