The problems with everyone's numbers are....$20k budgeted rehab, Okay green light, then run into a $13k pier and beam foundation issue, sudden red light?  What are some possible solutions?

@Sean Kollee I agree with you, city inspectors are a breed of they're own. 

No one can dictate if, or when you will be successful or even how.

The true question is how bad do you want it? 

calculate the risks my friend, find a mentor to enlighten risks you cant see

Trust is key, if you establish that foundation with a contractor. I believe everything else is comparable clockwork.
