This could be a good chance to get the reduced price. Talk with seller, or have them request a new appraisal at NO cost to you and get second opinion. I use to be an appraiser, we did an experiment, several of us appraised the same house in the same week and came up with different values. Professional opinion is what an appraisal is, and we were all pretty close.

Thanks for the insight. I'm dealing with my lender about it now. Repair escrow looks like the option here.

I have a property under contract and wanted to know, outside of reducing the price of the home, sellers agree to help in replacing the windows. I want the cash instead of price reductions is there a way? Can they give me money back at closing for the Windows? 

I have a Conventional borrow looking at a house schedule to be foreclosed on, in Jan. on the steps. Is there ANY way their approved financing can help in buying/bidding on property. They just love the house and willing to pay retail for it. Maybe I'm reaching here. Worst case, offer to buy at steps from winning buyer?
