Highly advise taking the ADU and the first floor unit and creating a master "single lease'. This will provide protection both against the city as well as provide ability for you to pursue eviction if needed. if you rent an illegal unit and the tenant doesn't pay you have no grounds for eviction. Lastly as an illegal unit it is huge liability if there was a trip and fall claim, fire etc your insurance may not cover.

I recommend renters insurance for whoever lives there is mandatory to add another layer of protection. 

last option not considered is you living in the bonus unit to have a free place to live with minimal risk

I think working with an insurance broker is a great way to go to derive the most competitive quote at no cost to you.

I also think that you can increase your deductible up to say 5k as well as request your tenants carry renters insurance. This will reduce likelihood of a claim and your premium

I similarly began attending meetups about 4 years ago. I thought it would be extremely formal guys with briefcases and way over my head. i felt it rapidly grew my network, knowledge basis, and confidence that has propelled me to be successful in acquiring 300+ units over the last 4 years. 

I didn't know the difference between a heating system and water heater, I didnt know how to screen deals, I didnt know how to calculate cash on cash. we all start somewhere. 

I have met some of my partners at meet ups, best contractors, scored deals, raised money for deals, you name it.

My primary concern with two separate leases is that it would be extremely challenging for you to remove a tenant via eviction for any reason because technically it is one unit.

My recommendation is to provide one master leases signed by both groups of occupants. This will allow for you to cleanly pursue an eviction if ever needed. You would simply place all names of occupants on the notice, pursue eviction, execute eviction of those you did not want to stay and let the others stay. 

We have done this and had success with this
