He has two options:

1)Create an LLC. This option is better mainly due to the limited liability issue. After creating the LLC he should get an EIN. There are online service for that, or can also be done ysing a u.s. lawyer. I know a lawyer that can help.

2)Get an ITIN. There are lawyers in Israel who can do that.

Once he has ITIN or LLC with EIN he can open bank account.

Opening bank account from distance is possible in my bank - Citizens Bank. You will need EIN \ ITIN for this.

I am an investor from Israel too, will be happy to talk with you in details and share my knowledge to help you start too.

In general I can say that the rules for loans are different in the u.s. than in Israel, and its much easier to u.s. citizen with good credit history to get up to 80% of loan for buying a property (more than one). Today u.s. banks don't give loan to foreigns as far as I know, you first need to have a bank account for at least two years, while paying taxes and some business activity that might convince the bank to give you a loan after that.

Thanks @Account Closed, but I am not sure I understand... In the county website I have the taxable market value and millage rate, how do I extract from that the amount of school tax and sewage tax (and any other tax) I need to pay?

Also, was hoping there is somewhere I can view online my payments for school tax, sewage, etc... Seems like there is no such website...

Thanks @Sam T. - I am not referring only title liens, which of course needs a deep title search, but even only to know how much school tax the property owner should pay, sewage, etc. The same as we have in the county web site for the county tax, just for the rest of the yearly taxes.

Hello BP,

Today I can find in Zillow the total amount of yearly taxes on a specific property, and I can also see in Allegheny county web site how much taxes (out of the total mentioned in Zillow) the property owner should pay to the county, with details about the last few years where I can see how much taxes were paid each year and if there are liens to the county.

But the yearly taxes consisted also from school taxes (which is the major part) and sewage.

Is there a place I can have a detailed information about the school and sewage property taxes, and if there are liens from the last several years, just like in the county web site?
