With more interest in AL, the time to get a quote back from a State submitted tax property ‘had’ become increasingly longer… but the State has decreased their time to 10 days (which you used to be 21 days) for all responses to quotes so if you’re in line and the applicants bypass before it’s redeemed you can get a quote sooner.  
I have a fairly extensive summary of GA tax sales process in my notes file — I’ll send to you later if you want it… but I found it in this forum if you want it sooner

Are you confirming owner of record based on a title company doing a true all inclusive title search or your DIY title search.  If the latter, maybe you could hire a title company to understand true ownership and if the person who QC deed to you checks out, you might be ok. But as the other commenter noted… confirm if a QC deed wipes out the need for the foreclosure action in your county/State.

It says that you can find auctions to bid for tax liens as well as other asset classes.

I’ve used govease for a tax lien auction this year and it was pretty simple.  You can bid over the amount in your pre-approved bid bank but you must get the funds credited to your Acct before 5pm that day… even though the auction May span a few days depending on how many properties are included. 
the Cons: 1. if there is a tie bid, then the winner is system generated. 2. You never know if you are bidding against a system only to run up the bid (my personal theory 🤷🏻‍♀️)

No lawyer… 

You stated she never recorded it & never had the deed in her name; hence she only has either a tax certificate… but if she turned the tax certificate in and got the TAX DEED but never recorded it, then she just has an unrecorded tax deed.  Either way with all the redemption rights expired she/you can do whatever with the property that does not require title insurance. She is still not considered the legal owner in the eyes of a title company or mortgage company requiring a clear title. 

Some experts may chime in for more accurate details. But call the revenue commissioner’s office & probate to get the info to get it recorded properly.

Purely Based on your county/state.  You might get better responses if you gave that simple info

Look before you leap re tax deeds!

@Eddie Lunsford— you can very well do a quiet title order yourself and it can cost as little $260 in AL.  This statement is based on the various county fees, knowledge of filing the suit and complexities or no complexities in Alabama. Many attorneys I’ve talked to in AL start their fees at $1500. Yes it can get more expensive but it can be FAR LESS than $5k! 
Have no fear to move forward with researching whether you want to file QT order as DIY or via an attorney. 
search the forums for information based on AL and not other states as AL is very different.

With the tax deed, the realtor will have to QC it to you for transferring and since it’s been 7 years on the tax deed you can file quiet title order to get ownership and clear the title.

Update: I spoke with a few+ attorneys to complete a quiet title order and all denied moving forward stating we need 3 yrs possession AFTER the tax deed. I want to move forward with DIY QT but I don’t want to run the risk of a judge dismissing the qT order since it has not been 3 yrs since we received the tax deed.
