While the moratorium in Los Osos has been lifted, there is a LONG LINE of over 200 vacant lots that will have first right to build. The goal is 40-50 lots being issued permits PER YEAR over the next 4-5 years. I'm a homeowner in Osos and can tell you - it's been quite the contentious issue over here! 

That said, you could attempt to purchase one of the lots that is for sale and in doing so, you would assume their position on the waitlist. The position stays with the lot even if the owner changes. 

As far as house-hacking, the way I have seen this work (I have helped multiple clients with this strategy) is purchasing a duplex or a property that has an existing layout that could be CONVERTED into a primary and JADU. 

Ground up build for an ADU is indeed cost prohibitive, but possible.

thank you for the thorough reaponse. I’ve often wondered over the years why there are so many empty lots in Los Osos!

I agree that it would probably be the easiest to buy an existing duplex or house that has ability to be split or easily added onto. I’m also curious to see if there are any areas in the county where it makes sense to build as well.

This is something I'm actually thinking of right now. Mine will be in Bakersfield though.

 Interesting, I've heard differently for SLO county. At least in terms of rent, college students are paying 1100 - 1600 to rent by the room. Other than that though, my main question is if the land isn't to expensive, will building come out to be cheaper than buying preexisting. It's a smaller market, than the other bigger cities, so I've had trouble getting any examples.

At the end of this year, I'll be moving back to San Luis Obispo County, CA, and I have been a bit depressed looking at the housing prices. It got me thinking about new construction for single family with an ADU or multi-family, and house hack to offset the mortgage. I've seen that the average building cost for the state is around 495K, which is significantly less than the average home in SLO at over a million. I was wondering if anyone had experience in new construction and how their costs turned out to be. Especially with small multi-family, but SFH info would be great too. I can find plots of land around SLO for less than 200, in paces like Atascadero and Los Osos, so I'm very curious to see if this will actually work!
