So is it empty now or just low?  

A good tech should be able to pull a vacuum and find bigger leaks.  

I would be sure to ask about a stop leak and dye if you are going to recharge.  Good luck!

I am with Cody! Seriously though in my area most repairs don't require a permit as a matter of course. I am planning in filling in a pool some time at the end of the month and a permit is not required. I am not sure what good a permit and inspection would do unless someone was going to watch you fill the hole in and check compaction the whole way.

You could try having the start capacitors changed when you do your preventative maintenance.  I don't have any insight into what percentage of service calls capacitor failures generate but it is a common problem.  Ask your HVAC guy what else he recommends.

My thought exactly on Petersburg.  I am sure there is money to be made with military rentals but my gut feeling is that the local economy in Richmond is much stronger.  

Doug I would love to hear from anyone who is having success with that market.

Hello Richmond,

I am seeking advice on good rental areas B- C+ areas in the tri city area.  I would like to try a renovate and refinance strategy to purchase one or two rentals next year.  I have been keeping an eye on Highland Springs, 23221,  23224, 23225.  I am sure I am missing some zip codes I ought to be keeping an eye on.
