Neither is Marin County but a landlord there got a ten thousand dollar fine for it. According to the real estate attorney I use they are highly suggesting against higher than a ten percent rent raise. 

Governor Brown signed an executive order because of the wild fires last year stating landlords in Ca cannot raise the rents more than ten percent in a calendar year. The order is set to expire on December 31st 2018. Just a heads up the fines have been huge. 

I would say yes SOL. Security deposits in this state are pretty specific on what can be charged. 

@Kendra Mattson  It is all the wording of the lease. My lease states that all property bills will be paid from incoming payments before the rent so if they short the rent by the utilities really they shorted the rent by that amount. So if they leave owing utilities really it is rent they owe because they shorted the rent by that amount. 

@Dan Shelhamer I would not treat them the same the foreclosure affects there credit score and as long as they still met my minimum credit score I would rent to them. If the eviction was over five years ago I would also rent to them as long as they have no prior landlords in collections. 

The tenant has no right to refuse an inspection as long as you serve proper legal notice to enter. Unless your lease specifies otherwise. 

In my area when they offer this they are usually nightmare tenants or it is going to be a grow house.

I agree @Mike McCarthy. He was still evicted. Speak with the Landlord that evicted them and see what condition the home was in when they got finally got out. I have a strict no evictions in the last five year policy and no previous landlords in collections policy period.
