in this city the sewer lines flow to the front street(dound that one already in a different box...whew!) and the water lines are from the alley. This box is inline with the meter at the alley, about midway in the yard...curious...we have the water ON at the meter...open at the house..no water. No leaks to be seen.

Not sure if I am posting in the right forum or not...but I have a plumbing question in a rental That I am renovating. The city requires all new plumbing to have a shutoff AFTER the meter at the street. I found a box in the middle of the yard...a green rectangle. Thought AHA this is it! Opening it up, digging down a bit...this is what I find...the little squiggly lines are small roots etc. Does this open? How? Plumber coming tomorrow...but curiosity is killing me!

I am both a mobile notary(Northern Cal) and have used them many times.  I acquired my notary commission by attending a one day course at a local adult continuation school. It was proctored at the end of the day and I found out about ten days later that I passed. I dont do as much as I thought I would but i realized the need in a rural area where my investment properties are.

As a landlord in California I have encountered similar instances. My concern is that a 'subtenant' situation was being created. That means that I owe them all of the rights of a tenant, but they owe me nothing. My rental agreements all state that overnight guests for more than ten days in any 6 month period is prohibited. Ive been lenient with most, such as a mother who took in her daughter and grandkids...but required them to sign on the lease (the adults) . Perhaps that what this landlord was worried about.

I second google voice..it even lets you choose a number in a town you might like...In my case its in the same general arean but not close...and its free

I actually include verbiage to address this in my rental agreements. An early lesson taught to me by a hoarder tenant helped there. I agree with @Peter M. that you can approach it as a fire hazard. If you have month to month you can then send out an ammendment prohititing this  sort of thing.

I specifically prohibit outside storage of cardboard boxes. Outside use of 'inside ' upholstered ' furniture, etc. No couches in the yards!

havent had many issues in the past few years after I started visiting their place of residence in advance...gives me a look around to see how they will treat my place. If they have junky yards/porches, mine will look the same.

Im a landlord in California with 17 properties scattered in the mountains. Ive had to terminate , or allow a tenant out of a lease, more than once. Each time I kept from the deposit the amount of the rent until the unit was rented. After an early learning experience I decided to learn the landlord/tenant law better than my tenants. The NOLO book "California Landlord Law Book:Rights and responsibilities" deals with the security deposit in detail. I love this book . I should add that after reading more on Bigger pockets I now only do month to month rental agreements, so its a different ball game with the deposit.

I wouldnt be so hasty with 'abandoned' property. (But I am in California) send  a note describing items to the address you last have for her (I like the update advice given above) and give her the state allowed time. Discarding obvious trash isnt a problem, and if the property left behind isnt worth much, say less than 300...put it in large trash bags, store for the required time then dispose. If its a motor vehicle or more expensive items...look up your state guidelines.
