@Tyler Kress when you have a purchase contract on a property and the bank orders the appraisal, the value you usually get back is very close to the purchase price even if you truly purchase with a good amount of what you believe is equity. I have found that I typically have to wait atleast a few months to do a HELOC where either a new appraisal is done without a purchase contract to reference or it has been long enough for the bank to be able to utilize their computer systems value for the HELOC. Also, similar to the comments above you will want to see a house to get the answer to the question of why the price is what it is. Typically if the property is publicly marketed and it's below true value it will already be under contract though not always true.
