I think this is a really unique angle to take and I think this could work very well in the areas on the East side that you had outlined. Subject-to could be another thing in the same sort of realm that you might want to look into, but I cannot advise much as I only know the basics of it. We've been trying to sort a system that works for the owner and the tenant, and I'm thinking that is just to raise rent prices to include water and advertise as such. Hope this helps.

Cash is king, in that you'll be done quicker, make sellers see your commitment, and some sellers are taking cash offers over traditional financing at discounts. You can get a really nice duplex for about 200k in a B market or a small multifamily for 200k in a C-ish market. Both of which should cashflow nicely. As for BRRRing it, Cleveland doesn't get too crazy of appreciation but if you find a property with enough neglect or is underpriced, then you should be able to stake some equity.

Parma 3-2's are doing pretty good right now, so putting it up for sale you might be able to get $100k but as people have stated above, it depends on some factors. Obviously you mentioned it needs some capital expenses, so those take from the price, and it could be in a better or worse area of Parma, which can be the difference of $50k in ARV. All in all, your purchase price seems low enough that you may be able to get out of it without spending anything, but it might be close.
