When using Redfin, Realtor.com, Zillow, or any other main stream homes website, skip the new ones and filter by the oldest on the market. Those people will be more inclined to sell at a discount and you can get those "good deals."

Also check out Craigslist and FaceBook marketplace, but be wary of scams. 

Also, solidify an A+ team: Realtor, Financing professional (Mortgage broker, HML, PML), Wholesaler, etc.

Always look for creative financing. It'll be in the weirdest of places. 

That being said, get a salaried position if you can out of college. House hacking a multi unit will be a good place to start, especially if you do not have a lot of money to put down. Then work on the property and make it better and a year from now you can do it all over again!

I always recommend landlord-friendly states: Florida, Ohio, Texas, Pennsylvania, Alabama, Georgia, etc.

Read the laws of the areas/states in the price range you'd like to purchase at and go from there. Also, build up a team there, starting with an investor-focued real estate agent. They will be your best friend. 

As far as the ship sailing in CA, there is opportunity everywhere, you just need to find it.

FHA, 3.5% down payment. I'm not sure of it will work with a non-arms length transaction.

Also, if you are buying from family. Why not get a gift of equity to use as your down payment?

Gift of Equity --> instead of receiving a monetary gift, the family can gift you some of the equity in the property. Banks will allow you to use this gift as a down payment.

In terms of paying off your tax debt...yeah that is going to be something banks will need to know about.

Always work with a mortgage broker. 9 times out of 10 a mortgage broker is going to beat the rates that a bank/lender is going to be able to provide themselves.

Jersey City is one of the most up and coming areas I've seen right now. Then you can look into The Brunswicks, seeing a lot of movement there. Really anywhere in Northeast NJ that is not riddled with crime is very good.
