 Yeah I fully understand what you are saying and you are right on point. Just wanted to make sure it was understood what was being said. I haven't had to appeal an assessed value, but it's definitely something worth looking at when analyzing a property.

 You are right on the 2% cap of the assessed value, but I think the issue that @Ryan Mullin was referring to has to do with properties being assessed incorrectly/poorly. There are definitely areas where houses will sell for $50k but assess for almost $100k. The 2% taxes on $100k can really cut into the cash flow of a $50k property.

I have a possible seller financing deal in Indianapolis that the numbers look great for. Purchase price is in the $40k range and the property is rented for $815/mo. However, the tenants are Section 8. I don't have a problem renting to Section 8 tenants, but I was wondering if this would cause any issues being a governmental program and a seller financing deal. Any thoughts?

@Jeff Sprunger I own a SFR close to this area, near 42nd St & Arlington Ave and I haven't had any problems. It isn't the best neighborhood in Indy but it isn't a bad neighborhood. You can definitely cash flow in this area, though you won't see much appreciation at all. I definitely wouldn't call this the "heart of Indianapolis" though.

@Gary Freidman As @Ryan Mullin said above, the zip code isn't very helpful, as the good/bad areas change several times within many of the zip codes. This seems like one of those deals that will look great on paper, but won't work out that way. As Ryan said, 8% vacancy is going to be too low most likely for a $550 per side duplex. If you want to PM me the address or more info I can take more of a look, but Ryan already hit it on the head above. Good luck!
