1) Only one of you have to live in the property to get owner financed. 
2) They say you can lead a horse to water... Your friend honestly doesn't sound interested. He gave you a no the first time when he mentioned the GF without having to say no. I would find someone else to partner with.

Might want to set up a camera facing directly at the dumpster to catch anyone along with their license plate. Put a clear sign of you are being video recorded near the dumpster. You can at least past the info to police for illegal dumping with your video evidence.

Of course! I usually run the names through my local clerk of court in the nearest counties that way I can see if they have a record before I meet them in order not to waste time. Definitely do not lower your standards, you can lower rent but never your standards on who you're renting it to. Do some research on craigslist, roomster, and Facebook marketplace to see how much everyone is renting their rooms by and how long their post is up for. Then you can adjust accordingly. If you want, you can PM the advertising link and I can look to see how you can improve. I've been renting out rooms for nearly 3 years now.

Are you going to be adding an bathroom as well?

Nope, I plan on having 3 people share the bathroom. I'm already doing it in a 5/3 and have no issues. I have a cleaning schedule posted in the bathroom where everyone rotates cleaning, so if it's not clean in a particular week that I visit I'll know who's not cleaning.

 RUN! This person obviously doesn't have their stuff together. It sounds like the mom is trying to pawn of their child on to someone else.

Don't count your chickens yet... You'll only know you'll make "millions" when you in fact do make millions.

I agree with others, 2 weeks is not long. I rent per bedrooms and on average the room rents within 2.5-3 weeks depending on the price. Also price is a huge factor, if it's sitting for 2 weeks then consider lowering the price down. Even if it's $50, and include all details. Include how many roommates live there, room size, and your requirements. 629 for a room renter with no evictions is not bad at all, I mean heck you're qualified for a mortgage at 640. 

If he does sue, you can always counter-sue for your loss shed and any fees associated with removing it off your property.

To go off your #3, Cozy does send you a notification if rent isn't paid on time. The notification comes in form of email and tells you when the late fee has been added and to what unit.
