Typically $400.00 per window is standard for a vinyl double hung. As far as the difference in price, not every contractor prefers working on flips and he may not have actually wanted the job unless he was making a good profit on it. Hard to say but it sounds like you have saved both parties some time. Does the job require permits?

Typically we just make sure the grey box is install properly but I personally have not had them installed or requested to be doing bank work or flips.

I know the city is cracking down on kitchens in basement units as of late so that would be something to keep in mind. Is the basement completely below grade?
