@Ben G. , I know I'm coming into the conversation late, but I'm curious about the estimated repair costs.  By my math, a flipper would have roughly $20k to rehab the property ($60k x .7 = $42k - $18k for what he owes - $3-5k for the assignment fee leaves $19-21k for rehab). 

On a $60k property, I assume granite counter tops and custom cabinets are not on the menu. Would you mind working through the the estimated costs?

@Chris Piper thanks for the links!  I just drove for $$ for the first time today and the links helped me find the owners. 

By the way, has anyone had experience when a trust owns the property?  A trust came up as an owner. Should I send the same letter I'm going to send to the other properties?  It will be something like I heard on the podcast "I drove by your house and found it very interesting. If you would like to sell it for cash, as-is, without doing any repairs give me a call".

Welcome aboard and welcome to KC (when you get here that is).  @Chris Dawson is 100% correct - those suburbs you mentioned are all good locations in respect to KC with very good school districts.

@Lance Johnson , Brookside has been a great area for several years. My focus is North of the river on the Missouri side. There are some great school districts with SFR and multi's available.
