Well thought points to consider. As has been pointed out, even if we accomplish nothing as far as an actual investment for this group it has been an interesting academic exercise.

If you have metal outlet boxes it's possible you could have a ground wire connection that is not readily visible that creates a ground to the box and in turn the mounting screw for the outlet could create an adequate ground to the outlet producing the "correct" reading on your tester. Try a different tester to see if you get the same result.

The more idea submittals the better, the cream of the crop will always rise to the top. An advisory committee could then pick the best.
