Bridgewater is a great town but building dept can be a problem, Yes need a contractor that knows the area and the building department.

I really depends the area. it can range on average from $125 sq/ft to $200 sq ft (may be lower in more urban areas). Just make sure you have approved plans (which can take a few months) and find out about the utilities and what then town is willing to do

Two options really, use it to find a coach to teach you how to invest in real estate, or find a good property, get it under contract, and find a partner to joint venture with that can bring capitol and experience. (that's how I did my first deal)
