One specific question I have is if I lease an apartment building, will the utilities, insurance, etc be in my name or the owner's name?

Hi Guys,
I'm new to real estate and I'm hearing about these intermediaries (also called consultants) who say their job is to match buyers and sellers. They're neither brokers or investors. What exactly is it that intermediaries do? Are they required to be licensed? Are they regulated?
