Is it reasonable to expect a wholesaler to sell at 70% of market value?

I used to live in Irondale and liked it. I thought it would be a good investment area because it's so convenient to downtown. My property manager has an issue with it, however, because he says the city govt is too difficult to deal with.

I'm looking into neighborhoods to buy to rent. Does anyone own rentals in Fultondale? What areas are difficult to own rentals because of regulations? My property manager says to avoid Tarrant and Irondale.
