Being trustworthy and proactive are huge, you know a property manager is great when you know they will do the right thing when no one else is around and they do things when they aren't asked.

Referals are always great, you could provide current tenants a discount for anyone they get to sign. Post the property on websites such as facebook market place, craigslist, or apartments.com.

If you're willing to spend money you can pay for local ads or marketing campaings.
