What are some of the most effective marketing strategies used by property managers of multifamily properties 30 units and up to attract tenants? Or does the owner have to find a way to acquire tenants?

Referals are always great, you could provide current tenants a discount for anyone they get to sign. Post the property on websites such as facebook market place, craigslist, or apartments.com.
If you're willing to spend money you can pay for local ads or marketing campaings.

Facebook market place and facebook ads are great to get more into your net!
