I would go with a water heater for each unit.  keep the water and power cost on the tenant.  if you went with 1 tank, you would more than likely need a commercial unit to keep up with the demand which would cost more anyway, 1 point of failure, and would need to pay for water and power, or the hassle to figure out how to charge back to each tenant

what is the dreaded polyblus? 

there is nothing wrong with polyethylene pipe.  I can't say I have seen a whole house plumbed with it.  Usually polyethylene is used for the service line between the meter\well and looped in.  can you clarify what it is or what is the writing on the sidewall of pipe?

we change locks and check smoke detectors and put new batteries in them.  on our lease, we have a section that tenant has to initial that smoke detectors are there and functioning.  whether that will hold up in court if something tragic happens, I don't know, but at least I feel like I did my part in providing a safe home.

a jetter will always do a better job of cleaning a pipe than a cable machine.  the plumber will need to use the right jetter and right head.  jetters can open cast pipes or cut thru roots that a cable would not be able to penetrate.  however, its not always advisable to use a jetter.  the stoppages you are getting could be the symptom of another issue, such as cast pipes rusting up, improper installation of pipes or fittings, etc.  If I were you, I would not spend the money to jet the whole house until you get a camera down the line and see whats going on.  find the problem first, then work on the solution

check with your state.  in Indiana, where I live, you can file for a workmans compensation clearance certificate.  here, it costs $20 a year.  takes about 2 weeks to get it.

Roland, I would have to agree with the other posters.  Poland is my neck of the woods, and I can tell you that most of the local investors here have a good pulse on the market.  In these small towns, news travels fast.  the problems with even advertising to people in Indianapolis or terre haute is they do not need to leave their towns to find a good deal.  if I were you, the easiest way to move the house would be to advertise locally as owner financed and sell on contract.  this would attract a person that is already in the area but don't have the means to get traditional financing.

@brandt tingen  the bill from city is billed per cf.  I take the current rate from city and multiply by usage.  sewer is figured the same off of water usage.  trash is per month.  I use quickbooks and create a new bill to the renter, include a copy of bill from city to show they are not being overcharged.  I pay the towns bill, the tenant reimburses me just for what they use.  I have only been doing this for a couple months, but no issues so far.  the lease is wrote up as the utilities are in addition to rent, so I can evict or use deposit money if they do not pay.

I have some duplex's that have a single meter for each building.  in the crawlspace, there is a branch that is dedicated to each side of the duplex.   i installed a meter for each side in the crawl space and drill a hole in the ban board to install the remote sensor head so I can read it from outside.  I use sensus water meters and use the touchreader 3096 handheld device reader.  the reader costs about $400, and each meter with the proper fittings will run about $100.    I can't speak for other plumbers, but I had no problems installing the meters myself.  as others have stated, check the legality of billing back in your area.
