if they aren't responding, and don't remove the dog. If the dog is dangerous to your husband, it's likely dangerous for others and creates a huge liability for you. If they are not responding and are unwilling to part with the dog, they need to go as well. You should begin the eviction process as soon as your 30 day's notification about the dog ends if the dog is still there.

Fix the safety issues, some of the others will probably come up with the housing authority does their inspection. They always seem to find something that needs fixing, even if nothing is broken. 

you need to address the cleanliness part though. if it's not addresses it'll attract pests. Your tenants are responsible for keeping the place clean. The housing authority will not allow them to stay there if it causes an infestation. Your lease should address this, and if they do not keep the place reasonably tidy, you should begin the eviction process. 

I had neglected to enforce this once and came back at the  housing authority with the lease, telling them it states clearly that the tenant is responsible for resolving the mouse and roach infestation they had caused by not keeping the house tidy. I ended up not getting very far with it, losing the tenant, and needing to resolve the infestation on my own.

@Aviv Berkovitch ask me again in a month or two... I have 1 tenant in indy that may be evicted, another property that I'm closing on and will turn over to my property manager to get a tenant, after some maintenance. 

Then in NW Indiana (crown point), a I have a tenant not renewing their lease. This is a different property manager, but I think should have similar turn around.

check the indiana secretary of state web site. Odds are you just need to send in Articles of Dissolution

I agree with @Courtney Jones, make a visit and drive the areas you are thinking of buying in. I always want to be sure that the area is safe for my tenants, and in the event that I had to show up, I wouldn't feel like my life might be at risk in the area where I bought the house. Also, seeing the neighborhood first hand does help in getting an idea of just what to expect in the area.

typically with my rentals there, my property manager is able to get a new tenant in less than a month in most cases.

given what you described, it almost sounds like the costs to make it ready might be higher than what you owe. I'd go over all the costs and probably keep almost all of it. Judging by the way you describe the place being left, I'd wouldn't expect them to be expecting much back. 

I'd just itemize the time it took to clean, your wifes time shouldn't be free! a decent cleaning service would probably charge from 15-20/hr. along with take photos and get quotes on all repairs. keep a detailed record of it all.

This was a topic at one of the RIA meetings a while back. We had a lawyer that does a lot of ADA cases talk about it. Emotional support animals seem to fall into a gray area, but could qualify as if they have a doctor that had recommended it.  

What I got out of it was to require a note from a doctor, and follow up with the Dr to verify they are legitimate, before allowing it. 

it also sounded like if you want to move to evict, don't make that the primary issue, find something else and evict based on that if possible.

Whiting is one of those areas that you need to be a bit careful though, Them and more so East Chicago have had a lot of incidents of lead and arsenic pollution in the soil.

@Kyle Marek You don't know for sure until they are working for you, but a better way to go about it would be asking others in the area who they use. If they aren't happy with their property manager, I'm sure they will tell you, the opposite is also very true as well. I think others experience will give you a bit better indication of how reliable and how well they work than an interview. I still think an interview is good to get an idea of the type of properties they are more accustomed to working with,  get the fee structure, and align on what their expectations are along with what yours are.
