I just purchased a plot of land in Detroit from the land bank. I am looking for a builder who has built duplex or SFM in detroit. Any recommendations and lessons learnt from building your SFM/Duplex

I am clear on the property taxes being superior to others as it is related to the property. My bigger question is related to IRS lien due to individual income taxes. 

Does this mean if I were to buy the note that already has an IRS tax lien on it, the note reassignment lien will come after the IRS tax lien? Please advise 

Does anyone here have any experience with buying a note where the IRS and the state of Michigan (or any state) and the county have placed liens on the property for non payment of Federal, State and city property taxes respectively? Do any of these tax liens automatically become superior to the financing (note) lien? Any thoughts? Thanks in advance
