It's a disciplinary action by the Division of Real Estate & Professional Licensing. As mentioned in the article:
The relevant Ohio code: [...] The commission shall decide whether to impose disciplinary sanctions upon a party for a violation of section 4735.02 of the Revised Code. If the commission finds that a violation has occurred, the commission may assess a civil penalty, in an amount it determines, not to exceed one thousand dollars per violation. Each day a violation occurs or continues is a separate violation. [...]
Same thing that would happen if you practiced law without a license, cut hair without a license, etc. @James Wise isn't making the rules, he's just telling what the rules are and what may happen if you violate them. Obviously, there's lots of wholesaling that goes on in Ohio. However, if you get on the wrong side of someone who knows how to report it....
