Post: Cost to have contaminated soil removed

I'm in the process of obtaining a listing and I have listed a property in this same neighborhood the previous year. The issue is, that property had contaminated soil and the seller decided not to sell anymore, and I'm assuming this one does as well because of how close it is. I'm going to explain to the seller he needs to have an environmental test done to see if in fact the ground is contaminated. Does anyone know roughly what it would cost to have removed if the soil is definitely contaminated?

@JD Martin easier said than done, the barrels are individual barrels with no area to put a lock on, plus these neighbors would more than likely just through their trash on top of the barrels if they couldn't open them

I manage a property in Boston and I am having a problem with my neighbors next door! They have been using my trash barrels for their trash and have been making a complete mess of my garbage area. They don't close the bags and there often is food in these bags. My tenant went to take her trash out the other days and said that she saw 10 dead rats that were thrown into the trash barrel! My tenants are pissed and completely horrified, (not to mention they are first time renters) to make things worse. I have contacted the neighbors in the past about throwing their trash out in my barrels and they said they wouldn't do it anymore. Well they obviously are. Who has suggestions on how I can handle this?

I'm starting to target pre foreclosures. This is the example I would like to be made more clear:

I find a seller who has received a notice of taking, I make him an offer to sell to me and he agrees. How do I know how much back money is owed to the bank? If their are any liens against the property, am I responsible for settling them? Is there a certain amount that needs to be met in order for the seller to be able to sell? Say he owes the bank 200K, do we only have to meet the 200K to have the mortgage be satisfied? 

Any advice is much appreciated, thank you.

I have come across a great deal in my market. It's a 2 family off market that can bring in conservatively about 5K per month. I believe I can get it for between 450-500K. I will more than likely have to do kitchens and baths for both units, painting, maybe adding a wall ect, costing me roughly about 100K for renovations.  The comps in the neighborhood are showing between 700-800K. My strategy would be to buy, renovate, rehab then refinance the money out. I would want to hold this. This is my concern and would like advice as I am a newbie investor but experienced agent:

- At the moment there is to much debt for me to get pre approved

- If I go HML, I will need to come up with 20% and I don't have 100K to put down

- If I borrow the 100K or money, will I run into issues with the bank when I go to refinance if I am showing the money for the down payment is borrowed. 

This is my biggest concern, not being able to refinance and being stuck with paying a crazy pay back to HML.

@Tom Cooper Thank you for explaining that. I am on the buying side. Are you able to refinance into a 30 year fixed if you go the seller finance route?
