It sounds like he bought at a great price (400) and is all in on the deal for 500 and listing at 699. There is still a ton of margin here from your cost, to drop your price substantially and still make a profit. 

Where is there a problem?

If he closed a deal at 595 he would still be able to net close to 60k per property, which is probably equivalent to many persons annual salary. More importantly he would have a the knowledge it takes to invest in RE for the rest of his life. No one can take this away from him. 

The alternative is that he never took action and potentially stays in the rate race for a long long time.

Many assisted living facilities lack a strong web presence. I think you will find that a majority of your future tenants may have family that live within a 20 mile or so radius. These families may be doing their research online allowing you to target them very precisely with Facebook and google ad words marketing. 

For example, you can buy relevant keywords and direct them to a landing site that you design. This landing page should be inviting and have a call to action. Then you can target the campaign to people looking for specific key words and only within a 25 mile radius of your facility. 

You can also try instagram and you tube videos that showcase your facility and any differentiating factors your facility may pride itself on.

I own a retail department store in the Southern California area and am looking to network with real estate investors to sell my products, mainly appliances at wholesale.
